Tender for Continuous Institutional Development Project (SKGP) was held on 10.15.2008 and the contract was signed with the contractor on March 30, 2009.
This project aims at increasing the working efficiency of the administration and ensuring continuous institutional development with effective of the management, the establishment of the ISO 9001:2008 Quality Management System by supporting restructuring efforts initiated in the institution.
It is a 6-stage project. Period of the project is one (1) year.
The objective of the Continuous Enterprise Development Project is:
- To increase work efficiency of the Agency and to ensure continuous institutional development with effective management,
- To support the development and integration of restructuring work started in the institution,
- To ensure the spread of the project to the employees of the agency and sustainability
- To determine priority strategies
- To prepare and implement action plans,
- To contribute to making the necessary improvements,
- To establish, execute and document TS EN ISO 9001:2008 Quality Management System within the organization,
- To create the standard documentation related to quality records,
- To provide the staff training for quality concepts and corporate culture within the scope of the project
- With the "continuous institutional development project” development project", fast service approach putting customer (citizen) satisfaction in the first place is expected to be part of institutional structure to ensure sustainability.
The project was planned and carried out in six phases.
Employees of the Agency were informed about the project; the current situation analysis, surveys, and statistical process control training have been completed.
Senior and mid-level managers and pilot regional staff have been trained on basic quality concepts and corporate culture. 1008 staff have been trained at this stage.
The stakeholder meeting was held, the stakeholders affected by and affecting corporate services have been applied the stakeholder satisfaction questionnaire. The meeting was held with the participation of 81 out of 100 institutions invited.
An educational team composed of 72 persons has been established within the organization:
Training of trainers, training of internal assessor and chief assessor have been performed.
Training of group trainers: 7 to 11 December 2009 Antalya Grand Haber Hotel 36 people
Training of group trainers: 14 to 18 December 2009 Antalya Grand Haber Hotel 30 people
Internal assessor training: 5 to 6 January 2010 Education Department meeting room for 25 people
Chief assessor training: 11 to 15 January 2010 Antalya Grand Haber Hotel 25 people
Process management system, improvement teams and quality circles was established; the proposal system and document management system has been established. Procedures, work flow diagrams, instructions and forms have been made available on the Internet to the staff of all institutions. Agency Quality Manual has been prepared, Mission, Vision and Quality Policy have been determined.
ISO 9001:2008 Quality Management System certification works within the organization have been completed; following the inspection conducted by TSE between 19 - 22 April 2010 of all units, the Central Organization units of the General Directorate of Land Registry and Cadastre and the pilot regions (Regional Directorate of Ankara, Mamak Land Registry Directorate, Mamak Cadastre Directorate, Polatli Land Registry Directorate) were awarded TS EN ISO 9001:2008 Quality Management System on April 27, 2010.
Agency planned to extend, in accordance with 2010 - 2014 Strategic Plan, Continuous Institutional Development Project (SKGP) across Turkey to be carried out under the coordination of the Department of Training with the leadership of the Department of Strategy Development. In accordance with specific technical specifications of SKGP; the project dissemination will be carried out in cooperation with the organizations of the General Directorate and Local Organization. Training will be carried out by the core educational staff. Assesment will be carried out by the Chief Assessor or the Internal Asessors and monitored by Quality Directorate .
Within the scope of Continuous Institutional Development Project (SKGP); approval of the General Directorate numbered 1687 dated July 07, 2010 was obtained for the training of TS EN ISO 9001: 2008 Quality Management System Basic Training across Turkey to cover approximately 6350 staff including 242 directorates specified in the annexed list so as to cover 22 Regional Directorates and 10 Land Registry/ Cadastre Directorates in each region in accordance with the Quality Council decision dated March 12, 2010. In this context, details of the directorates and staff who will receive the training of the TS EN ISO 9001: 2008 Quality Management System and training plans are presented.
QUALITY BULLETIN Quality Bulletin prepared by the Department and approved at the meeting of General Directorate of Land Registry and Cadastre Review of the Quality Management System regarding Continuous Institutional Development Project (SKGP) held on August 04, 2011 was printed and distributed to 22 regional offices and affiliated directorates.
ADMINISTRATION'S QUALITY MANAGEMENT SYSTEM REVIEW MEETING Administration's Quality Management System Review meeting (YGG) was held on August 04, 2011 at 14.30 with the participation of General Director, Deputy General Directors, Internal Audit Board, Head of Internal Audit Unit, Legal Advisor, All Heads of Departments, Revolving Fund Operations Director and Quality Director in order to evaluate the Quality Management System and Operation Process.
